Republicans for Ukraine shared on their official website that “pro-Ukraine Republicans can sign a discharge petition to force a vote on the bill.” They shared names of some House Republicans likely to support their efforts, including Ken Buck, Steve Womack, Mike Gallagher, and others.

The Senate passed a $95 billion package plus $60 billion for Ukraine. However, the House Speaker refuses to bring it to the floor, citing that the House GOP is more focused on “the most pressing issue facing our country,” the border.

The House Speaker doubled down by saying Senators “should have gone back to the drawing border to include real border security provisions that would actually help end the ongoing catastrophe.” However, the bipartisan border deal was killed within a day, and it included solutions for the border, as well as foreign aid.

“I don’t know why he has to comment on it at all. There’s this process where we pass things and send it over, and they pass things and send it over. And then you take it up,” stated North Dakota Senator Kevin Cramer. He was one of 22 Republicans who signed the emergency funding. Cramer added, “The Speaker hasn’t traditionally been that strident.”

Republicans for Ukraine shared a six-figure ad encouraging 10 House Republicans to sign a discharge petition. The petition would need 218 signatures, with at least four from House GOP. It would allow the bill to be brought to the floor without Speaker Johnson’s approval.

“Help defeat Putin in Ukraine”

Republicans for Ukraine national spokesperson Gunner Ramer told Newsweek that for many generations, GOP stood against “dictators” while “leading the free world.” Ramer believes that many Hpuse Republicans still hold the same values, adding, “Right now the critical issue in the world is whether free countries will help defeat Putin in Ukraine.”

Safety in numbers

In an official statement, Ramer said, “It only takes four Republicans signing a discharge petition to help our allies and protect our national security. There’s safety in numbers, and the more Republicans who sign, the safer they will be.” He added, “If the Senate bill gets a vote in the House, it would pass overwhelmingly with strong Republican support.”

In the ad, “No Weakness in the Face of Aggression,” GOP voters from across the country expressed their beliefs on why the US must support Ukraine. One person says, “If we don’t support Ukraine, I fear China could potentially see that as a signal where they believe they can invade neighbors too.”

A Republican from Arizona declared, “If Russia was to prevail in Ukraine, China, North Korea, Iran, see that world is not united.” Ohio Republican said that “if we deal with weakness in the face of aggression, it’s a clear signal to countries like China to invade Taiwan.”

North Carolina Republican said, “Everyone’s concerned that somehow if we send more weapons, we’ll start World War III. I say just the opposite; if we don’t send weapons and check Putin now, we’re going to have World War III.”

House Financial Services Chairman Patrick McHenry of North Carolina told CBS News, “It is a real and legitimate fear because the last guy was taken out.” However, he shared, “The view from the public, while not perfect, is better if you take action than if you sit and dither.”

Ways around Johnson

There are two parliamentary ways to get a bill to the floor without Johnson – “a discharge petition or defeating the previous question.” McHenry told CBS, “We’ve not done this in generations in the U. S. House of Representatives. Defeating the previous question is something like a nuclear device. It is a vast act of war.”
