Musk stated in a Monday X post, “NGO personnel who deliberately and repeatedly broke the law to facilitate illegal immigration should face prosecution immediately!”
The $2.3B Border Provision
His comments were directed at a specific provision in the border security legislation, which designates $2.3 billion for “refugee and entrant assistance activities.”
Breaking Down Budget
The bill further specifies that these funds can be utilized for grants or contracts with qualified organizations, including nonprofits, to offer culturally and linguistically appropriate housing and medical, legal, and case management assistance.
The text also mentions that the Office of Refugee Resettlement Director can utilize these funds for awards or supplementing previously awarded amounts.
A Big Bet
The legislation includes a provision allocating $20 billion for border security, allowing the federal government to expel migrants when daily crossings exceed a certain limit.
End of ‘Catch and Release’
The border security package also includes measures to terminate “catch and release,” raise standards for asylum screenings, and efforts to expedite the processing of asylum claims.
$60 Billion Ukraine Support
According to the Senate Appropriations Committee, the foreign aid portion of the agreement includes approximately $60 billion in support for Ukraine’s conflict with Russia, $14.1 billion in security assistance designated for Israel, and $20.23 billion to cater to operational requirements and capabilities at the border, as well as to allocate resources for the new border policies.
The package also allocates substantial funds for partners in the Indo-Pacific region.
Biden Praises Tough Border Bill
President Biden recently issued a statement expressing strong support for the Senate border bill, deeming it “the toughest and fairest set of border reforms in decades.”
Plan for Israel’s Assistance
House Speaker Mike Johnson announced that the House will hold a vote this week on a standalone bill to provide aid to Israel. He urged the Senate to promptly take up this bill, intensifying the pressure on senators to separate the Israel aid from other matters.
Critique of the $118 Billion Package
House Speaker Johnson, a Republican from Louisiana, also criticized the Senate’s bipartisan $118 billion border security and foreign aid package upon the release of the agreement’s text on Sunday night.
‘Worse Than Expected’
He stated that the proposal was “even worse than we expected” and asserted that it would not gain approval in the lower chamber, describing it as “dead on arrival.”
Flawed Bill?
Johnson conveyed his dissatisfaction on X (formerly Twitter), saying, “I’ve seen enough. This bill is even worse than we expected and won’t come close to ending the border catastrophe the President has created. As the lead Democrat negotiator proclaimed: Under this legislation, ‘the border never closes.'”
Foreign Aid vs. Border Security
The feasibility of passing a separate foreign aid package remains unclear, as many Senate Republicans have insisted on stricter border security measures in exchange for aid to these allies.
Musk Calls Out Biden on Border Crisis
Elon Musk, a vocal critic of President Biden’s handling of the border crisis, took aim at the president on Friday. He shared a 2021 news story headline that revealed Biden’s intention to prioritize offering legal status to approximately 11 million people during his presidency.

Musk commented, “Biden’s strategy is very simple: 1. Get as many illegals in the country as possible. 2. Legalize them to create a permanent majority – a one-party state.”
He added, “That is why they are encouraging so much illegal immigration. Simple, yet effective.”
Illegal Immigration Numbers
According to the Immigration and Customs Enforcement (ICE) report for fiscal year 2023, the number of illegal immigrants on the non-detained docket has seen a notable increase, rising from 3.7 million in FY 2021 to nearly 4.8 million in FY 2022 and reaching almost 6.2 million in FY 2023.
